The five demands

    A 24-hour continuously operating rescue team

    Established and resourced — not improvised on a phone call. With known leadership, known equipment, and a published response time.

  2. 02

    Adequate equipment, trained manpower, and modern technology

    Sonar, oxygen, dive gear; trained personnel at the local level; and a procurement plan funded against the actuarial cost of doing nothing.

  3. 03

    Clear written guidelines: rescue cannot stop midway

    Written, public, and binding. No emergency operation may be terminated until the missing person is recovered or the operation is formally declared complete by a named authority.

  4. 04

    A coordinated emergency response system

    That connects local, provincial, and central levels — with a single chain of command during an active rescue.

  5. 05

    High-risk locations identified and prioritised

    A national risk register of dangerous water bodies, abandoned construction pits, and flood-prone zones — with public-awareness signage and equipment pre-positioned at the highest-risk sites.

The open letter from Engineer Mohammad Nurain Akram, addressed to Nepal's Prime Minister, Home Minister, and the Chief Minister of Madhesh Pradesh, is the foundational document of this foundation. It is written in the voice of a grieving father who has decided, against the weight of his grief, to ask one country to change.
